In the guidance of the shift of national regional development strategy from non-balanced development to coordinated development, the pattern of regional economic relationship between domestic provinces has transferred from competition-oriented to cooperation-oriented. Under this pattern and tendency, as the centers of the undeveloped areas in Northwest Territories, having the close geography relations, Lanzhou, Xining and Yinchuan can obtain the considerable development in the competition and cooperation pattern only if they carries out a wide range of regional cooperation, and forms the industry integration. And the industrial division and collaboration in the three cities is the basis and focus of regional cooperation. In view of this, this paper, using the theories of the regional industrial division and collaboration and the method of locational quotient analysis, firstly, has a comprehensive, objective, thoroughly summary and comparison about the situation of the overall state of industrial development and the comparative advantages of three industries. Based on these, this paper conducts an empirical analysis about the economic links and the feasibility of the industrial division and collaboration among the three cities. According to the analysis result, this paper draws the directions and the overall ideas of the industry division and collaboration and discusses the conditions and difficulties during the realization of the industrial division and collaboration.
