The Path Choice Of The Financial Support For Construction A New Socialist Countryside

The Construction of Socialist New Countryside was put forward in the Fifth Plenary Session of the 16th, which require promoting rural economic, political, cultural and socialist construction as well as party building under the guidelines of "production development, well-off life, rural civilization, neatness of the village and democratic management. In the 17th National People's Congress, it is pointed out that the solving of "agriculture, rural areas, farmers", which is considered as the most important task of the party is essential to the building of an affluent society.The Construction of Socialist New Countryside need great amount of money. It is estimated that at least 15 to 20 trillion yuan is required to achieve the goal of building the new socialist countryside. Facing such an enormous amount of demand for funds, the government has adopted the policies of "give more, take less, enlivening the economy", but it still cannot satisfy the fund problems of supply and demand. Finance is the core of modern economy. Rural finance, the core of the rural economy, should provide comprehensive services to help farmers develop production, adjust the agricultural structure, support the rural enterprises and expand the rural market economy. However, according to the current development of rural finance, the function of financial support to agriculture is very worrying. It is realistic to further deepen the rural reform of the financial system, improve the rural financial service system and make finance play the central role the rural economy.Based on the study of financial support to the building of a new socialist countryside in Rizhao city, Shandong Province, the paper conducts the exploration of financial support to the building of the new socialist countryside by the means of collecting financial data, field survey, case studies and literature and also by using the theories of rural finance, regional economics and public economics and so on.The paper firstly discusses the theories of building the new socialist countryside and the researches of rural financial theories domestic and abroad. Secondly, it analyzes the current situation and restricting factors of financial support to the construction of the new socialist countryside. Based on the success of financial support to the agriculture in foreign countries, the paper put forward the path choice and innovative ideas of the Construction of the New Socialist countryside in terms of quickening the construction of system and legislation.
