IT outsourcing is the client part or all of the IT work outsourced to a professional company to complete the service model. Through IT outsourcing, users can integrate the best use of its external IT professional resources to achieve greater efficiency, give full play to their core competencies, reduce costs, enhance the resilience of the purpose of the external environment. Performance is dynamic, so to develop an IT outsourcing in different industries and methods of performance evaluation indicators is more feasible.This paper targets IT outsourcing services to enterprises, by setting the corresponding indicators, application of the Balanced Scorecard to evaluate the system, get a more suitable package of enterprise IT outsourcing then the evaluation system. The multi-level fuzzy comprehensive evaluation, IT outsourcing services through an empirical analysis of enterprises and concluded: IT outsourcing services to improve the performance of their enterprises. From the social point of view, the general has improved. Side of the IT outsourcing business access package for improving the performance of internal operations, making the results of performance evaluation is better than just get through the financial performance and results.
