Military Research Institutions Position And Role Of The National Innovation System Impact Factors Research

As one of the important organizations in modern society, military research institutes have beyond the social function of national defense scientific research and equipment construction, difficult to sever the ties at social economy, to serve social economy became important functions of military scientific research institutes gradually. As the national team, status of military research institutes in science and technology innovation and links with industry and other community organizations have a decisive influence for national innovation capacity and sustainable development. It's particularly important for the strategy of peaceful rise of China if military research institutes can fully play their role with multiple external pressures, internal demand of scientific development and multiple challenges from industrialization, informatization or intellectualization. However, to date, the domestic academics have not research on this issue specially and systematically.As an important subject in national innovation system, military research institutes played a crucial role in China's defense modernization process because of the human resources and policy advantages. Changing gradually from civil-military combination to civil-military fusion, especially in the new century, it became inevitable to participate in national innovation system by more complex way. These institutes are not only the typical representative of military technology and equipment providers in national innovation system, but increasingly participate in the building of national innovation system by actively participation in development of civilian technology and industry and widely interactive with civilian industry.This paper analyses functions of military research institute and relationship to the other subject in-depthly starting with the impact factor about the status and role of military research institutions in construction of national innovation system. On this basis, it provides some policy recommendations, including: Reconstruction the relationship of the subject in the national innovation system, addressing position of military research institute, deepening the reform of system and mechanism of military research institutes, founding multiplex property right system in military research institutes, and promoting civil-military integration.
