Research On The Innovative System Of Military And Civilian Industry In China

Facts and histories show that it is a prospective & comprehensive strategy decision if the development of national defense industry matches the growth of GDP. To form the civil-military integrated innovation system could take some new ideal for the revolution of the economy, science & technology. It can provide policy support and legal protection for our knowledge innovation and technological innovation. It can provide a new way to promote the coordinated development of national defense and economic construction. To form the civil-military integrated innovation system can concentrate the strength of the whole nation, share one compatible platform for economy and technology to develop the economy & national defense. It can achieve "an input, two output". It can make our national economic more effective & efficient. And it can greatly enhance the comprehensive strength and core competitiveness of our country.The article firstly explains the innovation system of national defense science and technology, then analyses the necessity to form the civil-military integrated innovation system of science and technology industry of national defense. After the analysis on the three stages of China’s civil-military integration, we can believe that China’s national defense science and technology industry has made important achievements. The conditions of the civil-military integrated innovation system basically formed. But in China, the civil-military integration process development of science and technology industry of national defense is not in balanced. More and more problems appeared. This article analyzed these problems in acro, medium, micro such three levels. Then this article takes U.S.A. & Russia as the examples to analyze their success stories; By way of study, reference & comparison, reflection on the strategies and measures, the author gets some ideals of how to build the civil-military integrated innovation system. Then according to the basic ideas to built the civil-military integrated innovation system, the author defines the conception of the system of civil military integration, gets the main factors of the civil-military integrated innovation system, models a main frame of the civil-military integrated innovation system, and consider it a long term evolution, spiral dynamic system. Finally based on the development of the economy and national defense in China, the author proposes some advices on how to improve the civil-military integrated innovation system.
