Human capital is the core competitiveness of enterprises, and QMS (quality management system) which is to promote enterprise development must be carried out in support of human resources. As management functions, HRM (human resources management) and quality management are never independent to each other. In the enterprise development process, human resource management plays a decisive role for effective promotion of the implementation of the QMS. This new integration of quality management and HRM in ISO9000 standards further demonstrates new values of HRM.Based on the actuality analysis of SR's quality management system implementation and human resource management, followed that the quality-oriented human resource management experience gained as well as faced problem diagnosis from the perspective of the role that human resource management plays in quality management system, combined with the theories of the embodiment of the eight quality management principles in human resources management (HRM) and the relationship of HRM and implementation of ISO9000 standards, corresponding PDCA (Plan-Do-Check-Action) integration proposals on the SR's human resource management integration into the quality management system (QMS) are advanced as to aspects of the human resources planning, recruitment and selection, training and development, compensation and benefits, and performance evaluation respectively. Consequently, the implementation strategies of the integration proposals at four points are raised, i.e., making human resource management activities closely linked to the enterprise development strategies and the quality objectives, accelerating the progression of the QMS files enforcement, promoting full participation in the management through effective communication and motivation, and solid corporate culture establishing. Finally, the overall conclusions are drawn as to the linkages between QMS and HRM in business: HRM policies must be determined scientifically and reasonably in sight of strategy and in accordance with the requirements of ISO9000 standards so as to achieve the quality management goals. Only through improving the participation of human resources management in the quality management process and integrating human resource management system to quality management system in full range to achieve mutual support and common development of human resources management and quality management, can overall competitiveness improvement of business management realize.
