The last few years have witnessed an explosive growth in the number of air transport passengers and China has become the most rapid growing market in the regard of international passenger transport. As China's largest economic center, Shanghai has witnessed an air traffic growth along with its blooming economy. Shanghai Airport has established scheduled flights with 71 domestic cities and 97 overseas cities. The passenger throughput of Shanghai Pudong International Airport reached 40.58 million people by 2010, and the long-term throughput is expected to be 80 million, which leads to a great challenge to the airport terminal operation.This thesis focuses on the international passenger departure operation system. After a capacity analysis on each aspect of the system, the check-in system was found as a significant bottleneck, which is believed to impact the efficiency in the future and needs to be optimized as soon as possible.Through on-site observation and passenger survey, this thesis summarizes three main factors of the problem above, namely: the number of available check-in counter, the fluctuation of service operation level, the fluctuation of arriving passenger number. All the factors are analyzed by data in details.Given the actual operation situation and environmental constraints of Pudong Airport, the thesis introduces three feasible solutions. Firstly, the implementation of common check-in to improve the efficiency of check-in counter allocation; Secondly, the pre-management of excess baggage passengers and establishment of baggage sorting area to improve the level of service operations; Thirdly, the check-in reservation for group passengers and passenger diversion to smooth the fluctuation of passenger arrivals. The assessment shows that, by employing the three solutions above, the efficiency of the check-in system is significantly improved and capacities of all aspects in the departure system are balanced.
