Study Of Environment Of Technical Innovation Ability About High-Tech Enterprises In Midium And Small Cities

The era of21century is the rapid development time of science and technology,economic globalization and knowledge economy. It gives birth to high-technologyeconomy. Compared with the traditional enterprises, high-tech enterprise, as an emergingsubject, is more excellent in their own funds, technology and talents factors which makehigh-tech enterprise become the protagonist in China's economic development. But for thehigh-tech enterprises, when facing the unknown and risky market,how to improve theirown ability of competitiveness, to lower operating costs. At this time, high-techenterprises must have the strong consciousness of technology innovation, abandon theconservative management ideas and the old production equipment, pay more attention tothe cooperation between enterprises,universities and scientific research institutions,innovate the production technology and finally product the new products which can meetthe clients' needs. So promoting the ability of technology innovation become the mostimportant enterprise-strategy. This conclusion is suitable for the high-tech enterprise in therecent financial crisis.Firstly, with reference to the abroad and home literatures about high-tech enterprises,technological innovation, this article reviews and summarizes the theory of them. Thenthis paper describes the advantage and modeling procedure of System Dynamic which willbe used as the analyzing tool.Secondly, this paper will divide the system of technological innovation abouthigh-tech enterprises in small and medium cities into two sub-systems: R&D Inputsubsystem, Innovaton Revenue subsystem. Further more, this study will summarize themain factors from the government,business,market and research institution.Thirdly, this research will study the effect of each main factor from the government,enterprise,market and research institution on the system and model the correspondingcausal diagram and flow chart by the Vensim modeling tool.Finally, this paper tests if the constructed model is reasonable by the over-the-yearstatistical datas of technology innovation about high-tech enterprises in Qinhuangdao.By the final running simulation results of two subsystem, the paper concludes how to enhancethe capability of technological innovation about small and medium cities in China.
