Research On The Impact Of Business Environment On Breakthrough Innovation Of High Tech Enterprises

Innovation is the first in the development of leading power,is the strategic support of construction of modern economic system.In the process of building our country into an innovative power and striving for it,although China has achieved substantial innovation pursued,but due to start early in the development of backward,differences still exist inevitable innovation.To solve the passive situation of core technology being controlled by others and the "bottleneck" problem of key technology,we need to take breakthrough innovation representing high-quality innovation output as the breakthrough,by focusing on knowledge intensive and technology-intensive features of high and new technology enterprise innovation output.As the external environment of enterprise survival and the merits of the business environment affect enterprise innovation activities smoothly or not.In recent years,to improve the business environment to promote innovation and improve the quality of economic development,has gradually become a top priority in the government’s work.Therefore,to explore whether to do business on a high and new technology enterprise innovation breakthrough type effect has a certain practical significance.Based on this,this paper starts from the perspective of macro external environment,combined with institutional change theory,new public service theory,human capital theory and externality theory for analysis and an empirical test.Taking 2007-2019 as the sample interval,firstly,empirically the effect of the business environment for breakthrough innovation and human capital level and financing constraints ease in the role of middle mechanism;Secondly,in order to make the conclusion with reliability,using smaller sample interval,is replacing explained variable,independent variable lag issue,instrumental variable method,etc.Series of robustness tests.Thirdly,based on the macro,meso and micro perspectives,explore whether the above impacts are different in different geographical locations,different industry categories and different property rights;Finally,based on the perspective of business environment subdimension,further explore the specific impact of business environment subenvironment on breakthrough innovation.In this paper,the study found that: the business environment for high-tech enterprises breakthrough innovation have a significant role in promoting.The mechanism analysis shows that the business environment improves the breakthrough innovation ability of enterprises by improving their human capital and easing the financing constraints;The heterogeneity test found that in enterprises located in the eastern region,belongs to the classification of manufacturing,the nature of the property is state-owned enterprise,business environment to promote innovation breakthrough type effect is more obvious;Further research shows that,as a sub-environment constituting the overall business environment,Innovation environment and financial service for breakthrough innovation promote the strongest,the influence of the rule of law environment in the three smallest.Based on this,this paper puts forward the related Suggestions: from different aspects.The government should attach importance to the construction of the business environment and constantly optimize the sub-environment of innovation and financial services,increase efforts to improve the construction level of the legal environment,emphasize the differences between urban location,industry category and enterprise property rights on radical innovation,and optimize the business environment "according to local conditions" and "according to industry".
