With the developing of China's market economy and its consummating, Talented Human Resources is increasingly important in the country's economic development. A motto says"Science and Technology are primary productive forces", which Talent is the engine of this Science and Technology progress. Talented Human Resources, one of the key parts of nowadays enterprises, is playing a more important role in the country's economic development. From enterprises to economic zones, up to a nation, the stability of their talented human resources is vitally relative to their strategic development. The method of efficiently keeping enterprises talents stable thus ensuring sustained and rapid development of local economy has become a keen research area.Taking Dezhou city of Shandong province as research object, the thesis discusses the area enterprise talented human resources maintenance systematically, thus serving the under- developed areas as a useful talents maintenance reference.At the beginning, the thesis introduces the research status of domestic and overseas enterprise human resources and the importance of talents in local enterprise development. According to talents definition, it describes the general industrial status, enterprises human resources status and the practical obstacles in the enterprise human resources in Dezhou city.Then it analyzes the status of enterprises human resources, describes the current difficulties in enterprises human resources maintain in Dezhou City, via comparing with developed area, analyzes the importance of talents to enterprise development and the main reasons of outflow of local talents.In the third part, combined with local status, it systematically provides practical local enterprise talents maintain advices and suggestions. Constructively from the viewpoints of government and enterprise, the author proposes macroscopic and microscopic, government and enterprises interactive framework to provide strategies and recommendations of Dezhou City's Talented Human Resources maintain difficulties.At the end, by analyzing HM company talents maintain case, the thesis introduces the company's talents maintain processes and analyzes the advantages and disadvantages of its human resources policy, thus providing reference for enterprise making human resources management strategy to achieve"talents maintain"target.
