Along with the pace of economic reform in China,China's socialist market economy in the process of market development is gradually moving towards maturity. More and more small and medium enterprises to join the market,private enterprises has become an important support for the development of the market,to promote the development of China's market economy has played an important role in promoting. According to market research data show that,as of now, he Chinese market of private enterprises in more than 90 units,while the private enterprises in the employment of about 120000000 people.Thus,private enterprises in China's market economic development plays an important role in promoting. However,with the rapid development of private economy,the process of its development also presents some outstanding issues. Such as the loss of talent,as well as the lack of outstanding talents,etc.. The existence of these problems not only affects the development of private enterprises themselves,but also brings some adverse effects to the whole market economy. Therefore,for the development of enterprises,the lack of talent,it is equivalent to the loss of winning in the market competition,and for the development of the market, the lack of talent will not be able to reasonably promote the smooth development of the market.Liaoning HT group was founded in 2003,has been 12 years of development history.Liaoning HT group is mainly processing and manufacturing high precision steel plate.Just because of this,in the process of the construction of the group,all of its products must rely on technology research and development to achieve. So in Liaoning HT group,the talent has become the core element of the group's strategic development,but also to promote the development of the group's direct power. However,with the development of market economy,all walks of life have an urgent demand for talent,leading to the loss of the phenomenon of Liaoning HT group. According to group related statistics show that from 2011 to 2013,Liaoning HT group almost every year,the turnover rate of about 18%.According to the view of human resources, the human resources management of the enterprise is in an abnormal state when the annual turnover rate of the enterprise is 15%or more. Therefore,in the face of the high rate of the loss of the group,Liaoning HT also developed a series of policies and measures to improve the situation of brain drain.
