With the rapid economic development and accelerated urbanization, the demand for construction land is growing. But at the same time the amount of cultivated land declines sharply, which makes protecting cultivated land face more severe situation. Obviously urbanization construction by expropriating arable land has become invalid. The contradiction between the demand for construction land expansion and the scarce arable land gets increasingly serious. The land has become a kind of constrain for the economic and social development. Meanwhile due to the slow development of rural collective land market, the collective land resources are not effective used and so many of them remain idled. Allowing the collective construction land to be transferred and activating the stock construction land will relieve the pressure on farmland protection posed by industrialization and urbanization.In this context, this collective construction land transfer issues are discussed. By reviewing the evolution of collective construction land property rights system, the paper analyzes the status of the circulation of collective construction land and the transfer issues from the law, supporting system and operational level. To promote the circulation of collective construction land, improve rural collective construction land use efficiency and break the bottleneck of land in small towns' development, a policy linking the increase and decrease of the land for construction use in both urban and rural areas has been adopted. And the project of homestead-changed-house in Huaming town comes into being just under the guidance of the policy, which provides a new way for the circulation of the collective construction land.The project of homestead-changed-house in Huaming town makes remarkable achievements and becomes the model to be followed by other places. In this paper, by reviewing the town of Huaming homestead-changed-house project implementation process, it analyzes emphatically the factors affecting the smoothly implementation of the project, and points out that due to regional conditions, macroeconomic situation, concept and other constrains, the application of"homestead-changed-house"is limited. And it puts forward a sound collective construction land transfer proposal from reforming land system, controlling turnover target for land construction, attention to laid-off farmers and guidance migrant peasants' idea shift aspects after analyzing the influence of"homestead-changed-house"on the circulation of the collective construction land.
