With the continuous progress of urbanization process,a large number of people poured into the city.Farmers' rights and interests are greatly damaged by " hollow village",inefficient use of resources and invisible active market.The main reasons are the difficult regulation of rural homestead land and the confusing rules,so it is imperative to reform the rural homestead.Among them,the transfer right of homestead is a hot and difficult issue in the current reform.Recently a large number of central key documents also give high attention to the transfer homestead.Based on the existing literature research,this paper constructs an analysis framework of " multi-level land use right transfer market",which is in line with the current situation of China's economic development,and selects the land use right reform in Guizhou,Chongqing and Shenzhen as examples.By using case analysis and mathematical model method,this research probes the problems related to the three-"right separation" of the ownership,qualification and use right of the homestead.It is concluded that the dilemma of the transfer the use of homestead is mainly due to the lack of legislative system and the confusion of pricing mechanism.On the basis of fully respecting the wishes of farmers,it is very important to coordinate government regulation and market mechanism and construct a dynamic and balanced benefit distribution mechanism among government,collective and farmers.At the same time,according to the different national conditions,regional conditions and individual differences,the scientific and reasonable transfer mechanism of land use right is the best choice to accelerate the process of urbanization and break through the "dual structure" of urban and rural areas.
