The Evaluation Of Power Enterprises' Life Cycle Asset Management

Life cycle asset management is an advanced management concept which is widely used in many international and domestic industries, especially in arms and electric power industries. In our country, The State Power Grid Corporation practiced it first in 2005 and then popularized it in 2009, but because of its late start and few actual application cases, the application results have great difference, so it is needed to establish an appropriate and effective evaluation system and model. Scientific assessment of life cycle asset management can enhance the effectiveness of business investment and financial performance, reduce security risks, improve enterprise security strategy decision-making mechanism, optimize the security of resources, integrate security management system and policies to reduce maintenance costs and ultimately enhance the quality of enterprise asset management. However, there is only a kind of life cycle asset management evaluation index system and evaluation model of power grid asset which is put forward by the State Power Grid Corporation, and it is mainly used to assess the provincial power corporation, so this paper raises the evaluation index system and evaluation model of life cycle asset management for power supply enterprise.Firstly, this paper introduces the current situation of domestic power companys'life cycle asset management, and reviews relevant theory and research of the life cycle asset cost management, performance management, security management, compares a variety of evaluation methods, especially multi-attribute evaluation methods. Secondly, explores the basis of building an evaluation index system, such as the problems and characteristics of domestic supply companys'life cycle asset management, the process of evaluation, evaluation aim, evaluation body and evaluation object, the principles of evaluation, selection methods of evaluation indexes. Thirdly, this paper introduces the evaluation index system of life cycle asset management for power supply enterprise (the evaluation index system including 22 indexes, this paper introduces the definition, formula, scop of applicable, the threshold value range of each indicator), makes comparative analysis with the evaluation index system and evaluation model proposed by the State Power Grid Corporation, and makes reasonable analysis of indicators. Finally, considering the characteristics of evaluation index system, index data and evaluation requirements, I select combined weighted evaluation model and give detailed examples.
