Research On The Index Of Performance Evaluation On Scientific And Technological Business Incubator

As the scientific and technological business incubator develops rapidly all over the world, will there still be a lack of an effective system of incubation on performance evaluation, and the lack affects the function of the business incubator yet.The most important purpose for the thesis is to construct an effective system of incubation on performance evaluation. At first, thesis analyzes the current situation of the business incubators in China, and realize there exists some problems such as, too much government intervention, service level is low, software facilities isn't match, investment and financing system is not complete, regional development is not balanced and so on . Based on the Evaluation Criterion for Excellence Achievement, and skimming through the evaluation theory on business incubator at home and abroad, the thesis confirm five level evaluation index as follows, strategic objectives, customers and the market satisfaction, ability of obtain resources, organization leadership and the performance. Then calculate index percentage by the Experts Grading Method and Analytic Hierarchy Process (AHP) .At last, an effective system of incubation on performance evaluation is set. In order to check the practicability, thesis choose five business incubators in shaanxi province, after calculating and sorting, the system was proved effectively. At the end, the thesis give some suggestions for the incubators, and all the suggestions are look forward to enhance the quality incubators and promote the development of medium-sized and small enterprises.
