In the current trend of investing heavily in nation's infrastructure facilities development, putting more emphasis on the development of hydropower - the clean energy, the water conservancy and hydropower construction has ushered in the great development. However, the current human resource deployment situation constraints the improvement of project management level, In this regard, this paper makes a study on the human resource management and its deployment optimization in hydropower construction project.This paper introduces the current research situation at home and abroad, illustrates theories in relation to human resource deployment, analyzes the characteristics of human resource deployment of hydropower construction project, carries out a systematic research on the factors affecting the level of human resource deployment in hydropower construction projects, including the systematic and conceptual factors, the achievement of human resource deployment function, type of project organization structure, project human resource structure, the scope of human resource deployment, means and methods of deployment optimization, employee training and motivation system, corporate culture building, etc. In terms of the problems existing in the human resource deployment in the hydropower construction projects, this paper puts forward corresponding countermeasures in the respects of emancipating minds, optimizing the conceptual and systematic environment of human resource deployment, improving the status and function of project human resource department, perfecting the means of human resource deployment by utilizing such professional tools as post analysis and employee evaluation, establishing good motivation system to fully stimulate the vitality of human resource, forming a mechanism of dynamic deployment optimization, appropriately optimizing the age, profession, capability and academic structure of the management team, enhancing the quality of employees and strengthening the management of project outsourcing personnel; builds the basic mode of project human resource management for construction enterprises in a new situation, and presents ideas and methods of human resource deployment optimization, such as"section engineer","labour subcontracting"and"the last one out", based on the advanced management experience at home and abroad. At the end, a case study on human resource deployment optimization of Wudu Hydropower Project built by Sinohydro Bureau 8 is made for practical testing on the counter measures of human resource deployment optimization in hydropower project. The study on human resource deployment optimization based on the representative hydropower projects undertaken by Sinohydro Bureau 8 has the implication of vital theoretical reference and practical guidance on the enhancement of project management and the achievement of the maximum cost effectiveness, can provide some feasible methods and measures for the counterparts in human resource management in construction projects, and also can serves as a reference for the further theoretical and practical study.
