The development of water Conservancy has entered a new era.Water ecological civilization has received more and more attention.State investment has been increasing.Water Conservancy infrastructure construction projects have spread throughout the North and south of the river.In recent years,water Conservancy projects have attracted worldwide attention from the north to the South.Water safety and flood control and irrigation projects,which are small enough to ensure the daily needs of the rural population,have higher requirements for traditional water Conservancy industries and water Conservancy enterprises.The key to improve the project completion efficiency and quality of water Conservancy enterprises lies in the scientific nature of human resource management.At present,however,there are still some problems in human resources management of water Conservancy construction projects in our country.It is bound to cause the waste of human resources and the loss of talents.This paper systematically analyzes and diagnoses the human resources management of traditional projects of water Conservancy enterprises,and points out the problems in recruitment,selection,training,assessment and remuneration.Based on field interview and questionnaire survey,this paper constructs the competency model of typical positions such as project manager,project chief engineer and finance personnel in water Conservancy construction project.The application of competence theory has changed the mode of human resource management of water Conservancy construction projects in China.With a brand-new perspective and method,through the evaluation of its competence,it specifically shows the role of employees in water Conservancy construction proj ects.At the same time,this paper explores the practical application scheme of human resources management based on competence based on the example of the project,and shows that competence improves the current situation of human resources management.As far as possible,we can make the best use of people to provide reference for water Conservancy construction projects to carry out human resources management more effectively,and achieve the effective use of talents and the long-term development of enterprises.
