Customs represents one of national authorities to supervise goods import and export in one country. Customs affaires is one of departments within an enterprises especially a production-enterprise to make a bridge between Customs authority and enterprise, for managing import and export of materials or other production-relative goods. It's an important and indispensable step in the whole supply chain management.Based on the history from setting-up phase to operational phase of Airbus (Tianjin), from Customs affaires'point of view, this thesis describes innovative Customs supervision and management for the Project of Airbus (Tianjin) FAL-C by Customs of Tianjin Binhai Comprehensive Bounded Zone (CBZ). From the aircraft parts, equipments, circulated tools to the repairing-usage materials from the relevant suppliers, Customs of Tianjin Binhai CBZ put into place an systematical and integrated management method. In parallel with Customs supervision function, Tianjin Binhai CBZ has been giving from the beginning of the Project preferential Customs policies and strong supports to Airbus (Tianjin), such as Integrated management for One Aircraft , Once Customs declaration, Direct Pick-up at Port etc. By the means of these preferential Customs policies, the aircraft parts imported from Europe for the assembly line FAL-C can be delivered more quickly to Airbus (Tianjin), and the efficiency of production can be improved as well. Besides demonstration of the innovative Customs supervision and management for Airbus (Tianjin) Project, this thesis also indicated that the relationship between Customs authority and enterprises has been developing from the traditional supervising-supervised to a new cooperative pattern with more service to enterprises. At the same time that Airbus (Tianjin) is getting support from Tianjin Binhai CBZ Customs, they are also bringing up more and more business opportunities to Tianjin Binhai CBZ, by attracting the relevant industrial partners to come invest in this CBZ. The indication of this new win-win relationship between Customs and enterprises is a brilliant point of view of this thesis.This thesis is principally based on the real operation process and experiences from Customs affaires in Airbus (Tianjin), and it can give a referential consideration on how to come invest in China to set up and operate a production enterprise in the aeronautical field.
