Performance Research Of Gansu Province Investment In Science And Technology

Science and technology are the powerful leverage for promoting the development of productivity and also the driving force of the progress of human society. The ability of creating, acquiring, spreading and utilizing knowledge becoming an important source of enhancing the comprehensive national strength and improving international competitiveness, at the same time, science and technology becoming more and more important in government decision-making agenda. With the deepening of the process of global economic integration, science and technology of China's economic contribution degree has improved continuously, and the strength of them has played an important role in economic growth of the provinces. Provinces are increasingly value the technical strength in the practice of economic development.Undoubtedly, the increase of input-output efficiency is the important premise of the continuous improvement of the strength of science and technology. Only in this way can we have technology competitiveness and sustainability. Gansu province is one of the less-developed provinces in western China. In 2009, the national science and technology progress monitoring statistics report show that, in 2008, the technology input index of Gansu province is ranked at the twenty-first. The investment in science and technology is at a low level. Because technological resources are scarce, doing study for the evaluation of technology investment performance in Gansu province is benefit to optimize the input-output structure, save technology resources, let the limited investment in science and technology maximize benefits.This paper bases on modem economic theory and modern statistical theory and method, use technology statistics, operations research, mathematical statistics, econometrics and performance management and other relevant theories and methods comprehensively to make a study of the technology investment performance in Gansu province. First, this article from investment in science and technology and the related concept of performance to analysis of present situation of Gansu province investment in science and technology. Secondly, according to the natures and features of the technology activities, propose an evaluation system in allusion to the study of technology investment performance in Gansu province and construct an index system for the studying of technology investment performance in Gansu province. Using a quadratic performance evaluation model which combine the factor analysis and data envelopment analysis to make evaluations. Finally, according to the empirical analysis results, proposes some rational suggestions to improve the technology investment performance of Gansu province.
