An Empiriacl Study Of The Performance Of Government Financial Investment In Science And Technology In Jiangsu Province

With the continuous advancement of the innovation-oriented national strategy,the state has continuously increased financial investment in science and technology,science and technology status in the national economy is also increasingly important.In this context,the government financial investment in science and technology performance evaluation has become a necessary requirement,it has very important theoretical value and practical value.This paper first summarizes the research background,the research significance and the domestic and foreign research summary,draws the government financial investment in the finance science and technology is necessary,but at present,the research about each province and city local financial investment performance is few.Combined with the theory of public choice,new institutional economics and public choice theory,this paper constructs the theoretical framework of financial investment in science and technology,and establishes the research direction.In the analysis of the current situation of the financial investment in science and technology in Jiangsu Province,it is concluded that the level of financial performance of science and technology in Jiangsu province needs to be improved,and the contribution of science and technology of Jiangsu Province to the economy is low.In the empirical study,according to the characteristics of the performance of financial expenditure on science and technology,this paper select the relevant indicators,construct the data envelopment analysis model(DEA)to analyze the performance of the financial investment in science and technology of Jiangsu Province in 2000-2014.The results show that the proportion of the effective year of DEA in Jiangsu Province is 60%,the comprehensive efficiency is acceptable,but there are some problems such as redundancy in R&D personnel input,low efficiency of output and slowing of financial investment in science and technology.Finally,based on the present situation of financial investment in science and technology in Jiangsu Province and the results of empirical analysis,this paper puts forward suggestions on how to improve the performance of financial investment in Jiangsu Province from three perspectives: macroeconomic level,financial S&T input and output,Including improving the financial performance evaluation system and relevant supporting laws and regulations,establish diversified sources of scientific and technological input and attach importance to the cultivation and management of talents,and strongly support the combination of production,study and research and support the research institutions and universities.
