A Research On The Specificity Of Farming Peasants And Innovation Mechanism Of The Rural Social Pension Insurance

Each of the formation of the pension system is determined by the nature of social development, subject to the socio-economic basis of the day, which path dependence determines the optimal combination of the different era and variety of endowment mode. With the economic and social development, aggravation of the aging population and the accelerated process of urbanization, our country's pension problem of rural residents has become increasingly serious, especially those farming peasants who always stay in the land for agricultural production. Recent years, the academic research on endowment insurance of rural residents is common. But most of them are for the old-age security problem of migrant workers and landless peasants, providing suggestions for the old age security of migrant workers or landless peasants; or seeking ways to improve the new rural pension insurance system, through the analysis of the system status and characteristics. However, such academic research which can recognize the special nature of farming peasants, discover the deficiency exists in the rural social endowment insurance system and seek to improve it is much few.In fact, Farming peasants are the backbone of agricultural production, which is the foundation of national economy, if their pension issues are not addressed, agricultural production is bound to be affected, thereby affecting the development of national economy. In short, farming peasant's pension insurance is a major issue which determines the development of national economy, urgently need attention from all walks of life. Therefore, we intended to focus on the issue of farming peasants and how to improve their pension system.In Chapterâ… , the research background, purpose, significance and methods were introduced briefly, and then we classified and analyzed the rural social endowment insurance and the specialty of farming peasants which has played the role of good bedding for the latter part of this research. In Chapterâ…¡, we first arranged the historical development process of rural social endowment insurance. Then, according to the development status of pension insurance in different periods, we intended to analyze the characteristics of rural social endowment insurance at each stage, with an emphasis on the development status of rural social pension insurance after 1992.In Chapterâ…¢, by comparison between the typical pension insurance model of different pilot areas in new rural social pension insurance system and analysis on the specialty of farming peasants relative to other farmers, we intended to identify the deficiency on the designation of the existing system and protecting the farming peasants, including having no difference with migrant workers in the basic pension, having no incentive mechanism on payment subsidies which is established for farming peasants only, not reflecting the special nature of farming peasants, etc.Then in Chapterâ…£, we analyzed the special factors which affect the instruction of farming peasants' pension insurance, these special factors covers rural land system, urbanization and population mobility, rural family planning policy and so on, to provide available value for establishing a pension system which is more suitable for farming peasants on the basis of the existing system.Finally, in Chapterâ…¤, we suggested to establish an innovative mechanism for farming peasants, that is, establishing farming peasants pension insurance system based on the existing rural pension insurance system, which include the establishment of the dynamic growth of the basic pension system, the establishment of payment subsidy incentive mechanism for farming peasants, issuing special treasury bonds to rural pension to ensure and increase the value of those funds. Furthermore, in this article, we also investigated in the connecting of rural social pension insurance and urban pension insurance. Finally, the family old-age security and land protection were put forward again, to emphasize the traditional functions of the family old-age security and land protection, and how to play their functional roles in the future with social security as the leading case.In this article, we focused on farming peasants' pension system, so the innovation of this article maybe the emphasization on the specialty of farming peasants and the significance of farming peasants' pension system in the hole national economy, and comprehensive analysis on the deficiency of the current pension system in protecting farming peasants and the special factors which affect the instruction of farming peasants' pension insurance. Finally we put forward an innovative mechanism which includes establishing a dynamic growth mechanism of the basic pension system, establishing a payment subsidy incentive mechanism only for farming peasants, and issuing special treasury bonds to rural pension.
