Research On The Construction And Operation Mechanism Of Biopharmaceutical Industry Innovation Alliance In Heilongjiang Province

With the rapid development of the global biotechnology, the competition in biopharmaceutical market becomes increasingly fierce. In recent years, the government has provided a formulated policy environment to encourage domestic bio-pharmaceutical companies to promote the innovation. But the companies faced many problems. Such as, shortage of funds and technological innovation power, poor ability of independent innovation. Therefore, the industry innovation alliance is necessary. Establish industry innovation alliance can not only solve the problems like: inadequate fund and scale economy and rapidly increasing the overall strength of individual enterprise in a short period, based on the principle of integrating multiple resources and complementarities. Engage more efforts in innovative drug development can reduce the risk of new drugs in the market. Since the development of biopharmaceutical industry in Heilongjiang is uneven, the building of industry innovative alliances is much more necessary, with the economic capability and steady sales channels of the large pharmaceutical supporting small factories to change the concept , seize the market opportunities, increase the innovation inputs, finally, achieve the win-win object.Using biopharmaceutical industry in Heilongjiang as the starting point, based on the systematic analysis of the current situation of biopharmaceutical industry innovation, this dissertation firstly analyzes the needs of biopharmaceutical industry innovation alliance. Secondly, it builds a member selection index system of biopharmaceutical industry innovation alliance in Heilongjiang province, and proposes multi-objective decision method to select the members and AHP method to calculate the index weights. Thirdly, it analyzes the key issues in the process of alliance running, and designs industrial innovation alliance operating mechanisms, such as collaborative innovation mechanism, learning mechanism, conflict management mechanism and performance evaluation mechanism. Finally, this paper puts forward some suggestions on innovative alliance development for biopharmaceutical industry in HeilongjiangThe study of formation and operation mechanism of biopharmaceutical industry innovation alliance has important practical significance for its healthy development.
