Research On Urban-Rural Gap Of Heilongjiang Province And Solutions

During recent years the Chinese urban-rural gap continuously widens,leading to a severe situation of unbalanced development between urban and rural,which hinders from building a moderately prosperous society. The Party Central Committee emphasized the principal of coordination and narrowing the gap between urban and rural,which is regarded as one of the key solutions to deal with the issues of agriculture. The Report to the 17th National Congress of the Communist Party of China stated that"Balance urban and rural development and build a new socialist countryside. As resolution of issues concerning agriculture, rural areas and farmers has an overall impact on building a moderately prosperous society in all respects, we must always make it a top priority in the work of the whole Party. We will strengthen the position of agriculture as the foundation of the national economy,take a path of agricultural modernization with Chinese characteristics,set up a permanent mechanism of industry promoting agriculture and urban areas helping rural areas,and form a new pattern that integrates economic and social development in urban and rural areas."(17th CPC National Congress,2007)The scientific conclusion above is based on detailed analysis of the development of Chinese economic society,a summary of the experience and lessons regarding development of rural area,and reference to successful cases of balancing urban and rural development in certain developed countries. This conclusion started a new phase focusing on the scientific outlook on development,with the main track of balancing urban and rural development and the method of"more granting,less collection,activation",in order to achieve the goal of building a moderately prosperous society. The statement indicates the steady faith that the Party and the government decided to balance urban and rural development on basis of the principal of"industry promoting agriculture and urban areas helping rural areas". (Hu Jintao's report at 17th Party Congress,2007)Since Heilongjiang province is an agriculture province,the agriculture and rural economics plays an important role among national economics. The committee and government of Heilongjiang province paid much attention on the agriculture and rural issues. During the past few years,the direction of balancing urban and rural development has been carried out through all over Heilongjiang province; in addition,the government concentrated on balancing urban and rural development and narrowing the urban-rural gap. Heilongjiang province has started the innovation upon taxation and expenses in rural area since 2000,and has started to build socialist countryside since October, 2005, according to the spirits on the Fifth Plenary Session of the Sixteenth Central Committee of the Communist Party of China. Currently all the work has made significant effects, for example,the rural economics maintains fast development,and the construction of rural infrastructure has been greatly improved; moreover,the rural socialist and innovation make outstanding progress,and the income of the residents in both urban and rural has increased,also the social security and welfare has been further improved. However,there is still a wide urban-rural gap in Heilongjiang province,and there is the trend that the gap would be wider particularly with respect to the income, living conditions,education and social security. On basis of relevant official agricultural data and statistics of Heilongjiang province,this paper gives a deep research on the urban-rural gap of Heilongjiang province,trend of the gap,as well as reasonable solutions against the gap, in order to promote to balance urban and rural development,narrow the urban-rural gap, and finally bring both urban and rural to achieve the goal of common prosperity.
