On The Current Situation And Countermeasures Of Urban Road Excavation Management : A Case Of Liwan District In Guangzhou City

Urban roads are important parts in urban infrastructure; also reflect the modern city as an important symbol. The merits of urban roads are directly impacting on the overall image of the city. The construction of urban road excavation, due to the laying, repairing broken pipes and other construction needs of the roads, affects the function of the road. Managements of urban roads excavation can be roughly divided into three stages: the process of planning, implementation and repairs.Currently, it is a common problem of repeated construction in many cities in China. It causes not only result in waste of financial expenditure, but a serious impact on public safety and city image. Moreover, it has brought a great negative impact on production and operation in the cities, which interfering citizens'lives. In order to create a good public transportation and city environment, we should strengthen the management of urban road excavation, and effectively protect the road in good condition for full municipal roads function, help maintain the image of civilized cities.There are three major components in this thesis: introduction, theory and conclusions.In the introduction part, some investigated topics of urban road excavation are mentioned as well as managements of urban road excavation purpose and significance. Some other management literature on urban road excavation in the domestic and international are found in it, too. Readers can know the structure of this thesis and research methods in this part.There are three parts in the theory part. First, general theory of urban road managements will be explained with its definition, the nature of mining, process of urban roads excavation managements, enhancing the importance of managing urban road excavation and so forth.In the second part, the writer takes a case of Liwan District in Guangzhou to demonstrate the criterion of planning and co-management to avoid duplication of many urban roads excavation construction. However, there are still some problems to be solved in this kind of management. Through specific case studies, four issues are summarized: first, imperfection regulations of urban roads excavation management result in no legal basis for management during the implementation process of excavation; Second, scattered departments of the construction of urban infrastructure, which makes it hard to make a decision with weak leadership of a central government. Third, for the rapid economic developments, different kinds of infrastructure facilities are continuing to be rebuilt. Moreover, those urban infrastructure under the ground are affected by various types of natural factors and human factors. It may occur to the phenomena which can not be foreseen in advance. Then it is difficult to co-ordinate the excavating plans; fourth, the irrational use of underground space development, urban centers can not be appeared to avoid the rapid progress of urbanization and the conflict between limited land resources. There is no legislation to regulate the urban underground space at the moment. In this case, different pipeline units try to seize the underground resources with a"first-come, first-gain"mentality. The third part of this thesis aims at the problems found in the second part, the management of urban roads excavation, to propose countermeasures. First, it is needed to improve urban road excavation regulations to the urban road reconstruction project; Second, the implementation of the main co-ordinate the administration, should be unity of thinking, enhance understanding and strengthen co-ordination. Unity of thinking and deepen the understanding refer to the people-oriented management of urban road excavation with good planning, unified accumulation and scientific. Specific programs of the urban roads excavation annual plans should be ahead of schedule, since it can affect directly to the level of monitoring. At last, we should make rational use of the underground space. Taking the examples by the rational use of limited underground space developments at home and abroad, we can enhance the management of urban road excavation, plan in advance and construct public pipeline corridor.In the conclusion, research status and achievement are reaffirmed and concluded.In this paper, the writer takes a case of Liwan District in Guangzhou to analyze the problems in the management of urban road excavation. Some practical measures are raised to solve them, being aimed at improving levels of urban road management.
