Along with the development of the oil industry, the market competition, and the advanced methods of management, the oil industry has a kind of forceful need for new knowledge, new methods, new idea. The design of payment system based on the post value evaluation is a kind of advanced management ideas and methods of the salary, is one of the key links of the salary system reform,at the same time it is one of important link where it could improve the overall efficiency and complete the enterprise mission. However, due to the constraint of A enterprise itself ,it not keep up with the pace of times, which led the existing salary system to appear many problems, such as unbalance between the post value and jobs pay, the remunerration system lacking of encourage, the structure of salary againsting staff development, the lack of the wages management mechanism for entire staff,the formalise performance salary, these problems have be one of the reasons of researching and reforming the payment system.The post value evaluation is the methord that it could judge reasonable post level through a set of logical and systematic method to analyze the post effect for organization and the complexity of the post,so as to effectively evaluate different position of "relative value". The design of salary system based on post value evaluation is a kind of reform and innovation,which help to form salary distribution mechanism of highliahting performance,contribution and development, it could realize the internal fair, which can arouse the enthusiasm and creativity of entire staff,combine personal goal and company goal,combinthe career planning with the enterprise mission, and it finally could provide good protection to achieve the virtuous cycle and sustainable development in this enterprise.This article first describes the backgrounds and significances based on posts value assessment operation employees pay system research in A production factory of oil, and explained the content and method, then analysis the production factory of operation employees pay system status quo .its content includes the production factory overview, and the production factory operation employees pay system status quo and so on, while used issued investigation questionnaire of forms for pay satisfaction of investigation, through on investigation data of analysis, came existing pay system exists of main, and resolved the problem. According to the post value evaluation theory, author of this article post value evaluation in A production factory of oil on operation post employees. At first, analysis the operational posts job, and then sort and layer the positions, came after the post evaluation elements, eventually forming a production factory of oil operations post level coefficients. Based on the results of post evaluation , combined with the ideas and principles of the remuneration system design, conducting operation post staff salary system design of A production plant, we have finalized operations post employee pay structure and pay levels in A production factory of oil. Also, pay system reform is a dynamic and multidimensional process, needs the supports of other related system, this article author made some supporting measures on pay system implementation to makes entire pay system reform became organic overall according to the production factory of oil pay system existing of problems. It will effective to fired employees of enthusiasm and creative, makes all internal employees of work enthusiasm be unprecedented of high in the production factory of oil, eventually improve overall organization of efficiency, to Achieve organization target and completed Organization Mission.
