Since the step of global economic has been emerged more accelerated this years and the advent of the era of knowledge economy, the competition between enterprises become more and more fiercely. The human resource, as the primary resource in the enterprises, has become more and more important. The human resource program turn into a critical part of enterprise existence and further development. It relates to enterprise future development and the accomplishment of strategic goals. The human resource management (HRM) has become a strategic management work. The HRM strategy is made according to enterprise strategy, and it influences enterprise strategy execution in turn. As the base of HRM, human resource planning is the interface between enterprise strategy and HRM, which makes it more important.H Airlines corporation, founded in 1989,is a state-owned airlines company enterprise of Hainan province government owned. Now H airlines company become more and more stronger, the human resource management reform has become the most important issue particularly.This paper has studied the human resource function strategy of the H Airlines corporation.Firstly, the paper analyzed the status of human resource management of H Airlines corporation, including the existing problems in human resource structure and human resource management. And then, the paper analyzed the human resource situation of the H Airlines corporation by the instrument of five-forces model,EFE,CPM,IFF,SWOT,SPACE,BCG,IE,grand strategy matrix,QSPM analysis. Next, the paper put forward the company's human resource strategic planning using the strategic human resource management theory and human resource strategy and corporate strategy matching theory. Finally, the paper put forward the implementation measures of the human resource strategic planning.This paper studies the develop strategies of the provincial power company, combined the development strategy of H Airlines corporation, put forward the company's human resource management strategies at the first time. The research of the human resource development strategies in the county level power supply enterprise in China is still very rare. I hope, through this study, it can provide some help to promote the effective progress of human resource management of H Airlines corporation.
