Border opening, which has different characteristics and content with coastal opening and inland opening, is an important component of the multidirectional opening pattern in our country. Report of the Seventeenth Party Congress explicitly pointed out that we should deepen coastal opening, speed up inland opening, enhance border opening, and realize the cross-promotion between opening up domestically and internationally. When investigating Yunnan in July 2009, Hu Jintao made an important instruction of "making Yunnan the gate of our country opening towards southwest". This is a major strategic decision made from the prospective of national security and border defense, the new situation of domestic and international economic and social development, and the coordination of regional economic development, and provides Yunnan a significant opportunity to enhance opening levels, and achieve scientific development.Yunnan, as an important province in the Southwest, has unique geographical conditions for opening outside. Therefore, taking full advantage of the geographical superiorities of Yunnan, holding the opportunity of the gate building, and further enhancing the level of economic openness in Yunnan is an important topic. Referring to many foreign and domestic literatures on the calculation methods of economic openness, in this paper we select 7 target variables to construct our indicator system including the dependence ratio on foreign trade, the openness ratio of service trade, the openness ratio of production, the openness ratio of investment, the population density, the real price level distortion, and the real tariff rate. Furthermore, we intercept the data between 1990 and 2009, and take the factorial analysis method to exhibit an empirical analysis to the economic openness degree of Yunnan province. Additionally, we put forward practical and feasible suggestions to promote the economic openness degree of Yunnan province. The gate building will usher in a new era of opening up in Yunnan Province. The purpose of this paper is to give a comprehensive and systemic evaluation of the economic openness level in Yunnan, carry out a careful analysis of the factors that affect the economic openness degree of Yunnan, make it an important reference to measure the economic openness level of Yunnan province, and put forward practical suggestions to enhance the economic openness degree of Yunnan province during the gate building process.
