A Study For Evaluation System And Improvement Of Land Management Performance In The Economically Developed Areas In China

Nowadays, our country is in an important stage of its urbanization and industrialization, limited land resource is the basis and carrier for China's economy development. On the background of the scarcity of land resources in our country, with the fast development of urbanization and a rapid population growth, land has become a constraint for city's economic development. Land resources will become more rarer, the contradiction between people and land will be further aggravated, especially in the economically developed areas. The contradiction between people and land is the major source of conflict of society, land management become an important means of coordinating social conflicts through coordinating people and land conflicts. Therefore, strengthening the land management is particularly important. The main work of land administration department are maintaining development, protecting resources, save land and to provide quality services for the public. How to evaluate the effectiveness of government services, in general, it requires to establish government performance evaluation system.On the theory basis of land use and management theories, the paper carries out a research on its construction of evaluation index system, evaluation method and determination of standard values and weight of index. Taking Wuxi city as an empirical analysis, then analyzes and summary path, mode and experience about improving land administration in Wuxi city.The paper is divided into seven chapters. The first chapter is introduction, expounds research background and significance, introduces the main research methods, technical routes as well as the main content. The second chapter is an overview of research situation home and abroad. Chapter three describes the theoretical basis of this study, mainly describes the land administration system reform and development trend——land administration performance evaluation. As the core of the paper, chapter five sets up an index system for evaluation, and determines the evaluation method, standard values, weight of index and standardized value of single index models. In the empirical study, chapter six firstly discusses the situation of Wuxi city, then evaluating Wuxi from 2004 to 2009 using the evaluation index system, and selecting its county-level cities and districts as the object of this study. According to the results of evaluating, analyzing the defects and aspects for improvement of land resources management in Wuxi city. ChapterⅦis the conclusion part, the author puts forward policy suggestions to promote land administration performance in the economically developed areas.
