Since reform and opening,the rapid development of urbanization and industrialization in China has made us enjoy the "dividend" of economic growth.However,at the same time,low efficiency of industrial land use,costly resources and environment as well as other issues caused by extensive use patterns and cheap price of industrial land have come one after another.Under the strategic requirements of“13th Five-year",the issue how to improve the utilization efficiency of industrial land is urgent to sort out and resolve.Therefore,developing the research about performance evaluation and exit mechanism of industrial land is of great significance for the promotion of use efficiency.First,the study defines important concepts,such as industrial land,performance,exit of inefficient industrial land,etc;it describes the main theoretical basis of this study including the theory of land intensive use,location theory,incentive theory,etc.Secondly,it researches the performance evaluation of industrial land.The purpose of this section is to evaluate the current performance level of industrial land use,then determine the exiting objects.This study evaluated the performance of industrial land in Beitang District of Wuxi City through investigating the industrial land and found that inside the industrial zone,the performance of industrial land in non-metallic mineral products industry,ferrous metal smelting and rolling processing and other manufacturing industries is high while that of agro-food processing industry,chemical materials and chemical products manufacturing,non-ferrous metal smelting and rolling processing industry and other industries is low;outside the industrial zone,the performance of non-ferrous metal smelting and rolling processing industry,chemical materials and chemical products manufacturing,ferrous metal smelting and rolling processing industry and other industrial sites ranks rather forward while that ofcultural,educational,sports and entertainment products manufacturing,metal products,machinery and equipment repair industry,railways,shipping,aerospace and other transport industries ranks behind.The paper also compares the performance level between the inside and outside of North Jinshan Industrial Zone and finds that in addition to the agro-food processing industry,chemical materials and chemical products manufacturing,non-ferrous metal smelting and rolling processing industry and a few other industries,the performance of most industries land inside the North Jinshan Industrial Zone is higher than that outside the zone.Thirdly,this study builds the exit mechanism of inefficient industrial land.Based on the current obstacles of exiting the inefficient industrial land,we build conceptual exit and substantive exit for the different characteristics of inefficient use.This study constructs withdrawal mechanism of inefficient industrial land from three aspects:incentive and restraint mechanisms,supporting mechanism,supervision and coordination mechanism.Finally,based on carding the existing management policies of industrial land systematically,we put forward the corresponding countermeasures combined with the above study,including annual rent of industrial plants system,approval of industrial,land prices policy,tax policy etc.
