The Problems And Outlet Of The System Of Government Centralized Procurement

Chinese government has adopted the system of government centralized procurement since 1996. Through practicing and exploring for ten years, the basic system of government procurement of our country is set up and not only the scale and rate of fun usage efficiency are increased gradually but also the idea of the government procurement are accepted by all sides. But the mode of the government procurement of country has many problems especially on the legal position, management mechanism, competency of employed persons and good supervision of the government procurement.At present time, government procurement meets new developing opportunity as on the one hand government procurement has the bottle neck of system defects increasingly and special research on the government procurement has been taking by Ministry of Finance since 2008 on the other hand the government adopts the government procurement as important way not only to cope with economic crisis but also to regulate operation of the macro economy. Therefore we should make good research on the reform of system of government procurement.In this paper I overall review the survey of the developing of the government procurement in China and western countries and analyze in system and summarize the mode of developed country and district. In comparison to problems of mode introduced by the government centralized procurement of Wuxi and in relation with the experimental way in certain regions of our country I analyze in depth on the both of the legal system and management mechanism and got the way to resolve the problems and difficulties of the present government procurement:the function of reposition and system of redesign and improving environment of public opinion of the government procurement.
