Since the middle of 1980s. China has began to explore the work of building rural pension system. However, due to the defects of the system design and other reasons, the system was unsustainable ultimately. Since 2003. parts of the country began to explore the establishment of new rural pension system, and tried to solve the problem of rural old-age pension by the mode of "individual contributions and collective benefits, government subsidies."Based on the study of some pilots, the State Council promulgated guiding opinions on the conducting of pilot project about new rural pension system in September 2009. From then on, the fragmentation state of the system is ended, and the goal of establishing unified national pension system is reaching. In the latter half of the year 2009, the new rural pension system in national level began to pilot formally. In the first year, the policy would benefit 10% of the county (city, area). In Jiangsu Province, seven counties, four county-level cities and two district of the all thirteen towns was kept in the list of the first Pilot County. Seeing form farmers'participating rate, although the new rural pension system has been piloted for seven years, the actual number of participants is still limited. There is a gap between the actual number and the governments'expectations. The new rural pension system in national level indeed attracted some people because of its advantages. But the system is still in the pilot phase on the whole, and failed to achieve complete coverage. So the slight effect of the policy has to inspire scholars into thinking the reasons of low participation rate. Previous research analyzed this separately from the system factors and farmers individual characteristics. Although analyzing the influence of system, the articles only mentioned it. without a further discussion and detailed empirical research. Therefore, analyzing various systems' impactions on farmers' participating and exploring more attractive model from the angle of system, is of important significance.On the basis of knowing the background of the rural pention system in Jiangsu and surveying the new insurance status in Pukou,Haian (which both practice new rural pention system in local level) and Sheyang (which practice new rural pention system in national level), this paper does empirical research on the impact of system factors on peasants' participation. First, the paper analysises the status of participation of the labour age group and elderly group descriptively relying on the survey data. The results show that there are great differences in different modes about the participation rate of virous group. Age and income of farmers have certain influence to the participation behavior, but they are not the main influence factors. The fundamental factor influencing farmer's participation is system, such as the level of government subsidies, the number of paying years, individual pay cost standard, supplementary payment policy and bind mechanism. The results show that, more government subsidies bring more attractive of the system and greater incentive effect. Collective allowance can improve people's participation enthusiasm. Low pay cost and high standards of government subsidies can attract low age and low-income. Supplementary payment policy has the very big relation to older persons'decision of participation. Bind mechanism has negative effects.Finally, based on the above findings, the paper put forward the corresponding recommendations.
