With the development of the knowledge-based economy, the high-tech enterprises have become the new growth of social and economic development. The growth and development of the high-tech enterprises stems from the continuing innovation. However, the continuing innovation comes from the human capital. The human capital is the resource of the high-tech enterprises value promotion, but the existing theory did not fully explain the action of different kinds of human capital on the high-tech enterprises value promotion. The core of the paper is analyzing the action of the three kinds of human capital on the high-tech enterprises value promotion, which provides the new perspective for the high-tech enterprises value manage activities.The paper studies the literature about the human capital theory, the enterprises value theory, the high-tech enterprises theory and defines the enterprises value from the perspective of system theory. The environment and the enterprise size are control vectors. The paper analyzes how the three kinds of the human capital affect the high-tech enterprises value promotion and establishes a mechanism map and makes relevant assumptions. Based on the date obtained from 155 companies which are involving in different industries, the software SPSS16.0 is used to test the credibility and validity of the measurement table. The software Lisrel8.70 is used to test the model by way of the establishment of Structural Equation Model. The result shows that anyone of the human capital, the common human capital, the specialized human capital or the entrepreneur human capital, has positive impact on the enterprises value promotion, but the biggest effect comes from the specialized human capital, the bigger is the entrepreneur human capital, the common human capital is the last. Moreover, the environment and the enterprise size also have positive impact. On the results of the research, some suggestions are presented to promote high-tech enterprises value. Undoubtedly, I expect this research could be beneficial to the managers in their planning HC operation activities.
