The agent-construction system of public project has been implemented more than a decade in China, achieved many positive results, it can solve these problem such as responsibility main unknown,unclear responsibility,unprofessional management in the field of public projects,and overcome the shortcoming such as non-specialization, inefficiency low-quality, which is result from the inverstment-construction-use trinity of public projects.However,there is a few problems in the implementation of agent-construction system,a range of relevant supporting systems are need to be established and improved,for perfecting the agent-construction system,of which performance evaluation system of agent organization is an important system. This paper is to study the performance evaluation for agent-construction organization in public project, which is expected to be a reference for the build of performance evaluation system of agent organization in public project.This paper has studied and discussed more profoundly about the performance evaluation of agent organization, the main content of the dissertation is as follows:(1) First,the text analyzes what is a management model of public project, and studies its development courses, Compared with other previous models, recognizes the advantages of agent system in public projects.Minewhile,throught the study on current status of implementation of agent system,we can find that it is imminent for the establishment of performance evaluation system for agent organization of public project.(2) It studies deeply on the theory and development of enterprise performance evaluation, introduces the social responsibility to agent organization performance evaluation system. Based on the comparative study on a lot of comprehensive evaluation method, combined with the characteristics of agent organization, it establishes a comprehensive evaluation model based on method-benchmarking, and select science benchmark throught survey data.(3) It studies deeply on the stakeholders of agent organization of public project based on the stakeholder theory.Include the major four stakeholders: business owners, employees, customer, the public, and establishs a scientific system of performance evaluation based on that.(4) In this paper,it comparatively analyses several common used method of index weight,and makes use of AHP(Analytic Hierarchy Process) to calculate the specific weight of each index.Finally, it carries out an empirical study on an agent organization and follow the the conclusions of this paper, and put forward shortcomings of the paper and the problems which need further study.
