Mining cities are relying on mining exploitation gradually developed city. Its resource utilization rate is lower than developed countries.With energy contradictor constraint increasingly and intensification of environmental problems, how to improve energy efficiency, energy conservation and consumption reduction, ease energy pressures and promote economic developed quickly and well is the issue which current government attach great importance.This paper reviewed related research of the mining cities, domestic and foreign energy, and mining cities energy comprehensive utilization. Then it studied basic features of the mining cities and the existing problems of mining cities. Summarized the characteristics of the mining city to the characteristics such as stage, sudden, dual property and dualistic structure, unitary structure. Found widespread mining city has difficult issues such as irrational industrial structure, environmental pollution, employment and reemployment.Combining the current research, this paper constructs the influence factors system graph.and analysised the factors of mining cities comprehensive utilization of energy efficiency from two aspects of production and life.Then this paper divided the factors into four parts which were economy, science, culture, people's living quality and resource and environmental and set up a corresponding secondary indicator.In the selection of evaluation methods, considering comprehensively on the superiority of all the evaluation methods, finally it selected and applied AHP-DEA evaluation method.We chose Jining as example and put forward the corresponding countermeasures from control the production industry, strengthen the government support about new technology industries.introduce talents, guarantee mineral resources sustainable utilizations, implement resource globale strategy, government regulation and public participation etc.
