The Influence Factors And Countermeasures Analysis Of The Implementation Of Energy Efficiency Standards In Tianjin City

For the work of energy-saving emission reduction,climate change and environmental pollution make the situation even more urgent,the construction of ecological civilization and green low carbon cycle development put forward higher requirements and standards for energy efficiency is the basic support.Therefore,study the influence factors and countermeasures analysis of the implementation of energy efficiency standards to improve energy conservation effect,control climate change and environmental pollution,realize ecological civilization construction and green low carbon cycle development is of great significance.This paper,on the basis of the theory of new public management,combined with relevant experience in China and Tianjin City,summarizes the following problems in the implementation of energy efficiency standards: laws and regulations are not sound,energy efficiency standards system is not perfect,standard fewer channels etc.Based on the practice of energy-saving emission reduction,the author makes a preliminary analysis on the influence factors of the implementation of energy efficiency standards by using the theory of public management,constructs the Structural Equation Modeling,carries out questionnaire survey and makes a further analysis on energy efficiency standards and release mechanism.At last,the author puts forward the countermeasures and suggestions from four aspects: The legal system construction,jitc ability construction,service level and supervision system construction.
