Evaluation Of Development For The Regional Construction Industry Based On The Improved Matter Element Extension Model

China’s economy has entered a slowdown new normal stage in the current world economic fluctuations. Our government had released "the 13 th Five-Year " Plan in March 2016, which mentioned China will continue to implement the strategy of expanding domestic demand, carry out the investment-led economic, deepen the western development strategy, and in the achievement about Featured Cities construction simultaneously, make the region development more coordinated. And as the construction industry is the basis and origin industry of the national economy, which play a key role in stimulating region economic. So we could expect the construction industry is to become a new force point of China’s economic growth in "the 13 th Five-Year " plan.Based on the study of construction industry, the level of development and the construction industry were definition, in the theory of industrial economics and comprehensive evaluation, construct evaluation system from Five aspects, such as economic, technological and social, and using entropy method to measure the weight of evaluation index system, Then consult the relevant data of "China statistical yearbook" and " Shaanxi provincial statistical yearbook", evaluate the level of the construction industry development in Shanxi Province by improved matter- element extension assessment model.In this paper, the author found out that xi ’an as the capital city rich in resources,the construction industry development is relatively mature, but the two indicators that technical equipment rate and power equipment rate are still in lower level, the other four cities are under constraint factors, such as economy, technology and construction industry development foundation is weak, changes in the industry environment more obvious shock, these index level that power equipment rate, employment, completion area, enterprises number are relatively low, the corresponding output value and profit targets are also relatively backward. Therefore recommends that the Government should strengthen investment of construction industry by key projects; systematic combing resources of the construction industry in Shaanxi Province, adjust and optimize the operation of the market mechanism in construction industry, through a corresponding policies will guide the high-quality resources targeted to vulnerable cities; strengthening building technology research, to strengthen the introduction of new technology or new equipment construction efforts to support enterprises from the policy, achieve leapfrog development of construction industry in Shaanxi province.
