As driven forces of regional economic development and innovation, industrialcluster increasingly shows superiority and vitality, it has become one of the hotresearches among management, economics, sociology, etc., and has made a number ofimportant research results in recent years. With the globalization of the worldeconomy, acceleration of the integration pace and the deepening of the knowledgeeconomy, vigorously promotion and guide of industrial clusters development,developing of collaborative innovation, play a very important role in promoting thesustainable and healthy development of China’s economic. Therefore, by analyzingcollaborative innovation mechanism of the industrial cluster subjects, and concealedrisk evaluation of collaborative innovation, has quite theoretical value and practicalsignificance to the risk aversion and development of industrial cluster innovation andeconomic.It is well known that, Industrial Cluster is an important and effective organizationform for collaborative innovation among enterprises, universities, government,financial institutions. By this form, each innovation subjects can achieve the sharingof resources inside and outside, reduce research cost to achieve shared interests, andultimately achieve mutual-alternate benefit and win-win cooperation. But based onthe unpredictable environmental changes outside clusters, sealing property of clusterstructure and various uncertainties of collaborative innovation in Industrial Clusters’enterprises, collaborative innovation process of Industrial Cluster lurks many risks.The thesis applies positive research method, combined with normative researchmethod and takes quantitative evaluation and qualitative evaluation; meanwhile, itapplies case analysis and network research. The thesis mainly includes the followingaspects: In order to study more comprehensively, the thesis applies literature research,combination of qualitative analysis and quantitative analysis, theory and practice; itcontains all below:First, based on industrial cluster theory and collaborative innovation theory,analyze collaborative innovation model of industrial clusters. Combining externalmacro uncertainties of industrial clusters, sealing property of cluster structure andinterconnected-effected method of innovation subjects in cluster, divide thecollaborative innovation risk of industrial cluster into five categories: exogenous risks,cluster risks, subject risks, resource risks and activity risks. Secondly, based on the characteristics of these five categories of risk, buildcollaborative innovation risk factor system of industrial clusters, the papersummarizes the total of47risk factors, and use principal component analysis toextract24major risks factors, lay the foundation to evaluate risk level of clusterinnovation risk system systematically, effectively, and comprehensively.Thirdly, based on basic principles of Extensional Matter-Element Model,combined with the concept of risk approach degree and risk correlation degree, useexpert scoring metrics to determine the weight coefficient of factors, build theExtensional Matter-Element Model for Collaborative Innovation Risk Evaluation ofIndustrial Cluster. When the case analysis, combined the model, send out surveyquestionnaires to evaluate collaborative innovation comprehensive risk rating ofDonghu High-tech Zone of industrial clusters.Finally, according to five summed up categories of collaborative innovation riskof industrial clusters and24major risk factors, in order to avoid risks for IndustrialCluster in aspects of collaborative technology innovation, point out the mattersneeding attention and put forward countermeasures against risk.
