At present our country is in the stage of accelerating industrialization and urbanization, the demand for city construction land is increasing. Because land resources, especially arable land resources are limited, very tight new construction land indicators have become a bottleneck restricting the social and economic development in China. However in rural areas, the land use generally is an inefficient, idle and disorderly, wasteful state, which has seriously affected the effective use of land resources and arable land resource protection goal. In this case, our country proposed a policy named pothook of city construction land increase and rural construction land decrease, which provides the conditions for the contradiction ease between the people and the land, rural production and living environment improvement, land use patterns changing, urban and rural coordinate development.Firstly, this paper applies method of literature search to describe and analyze the pothook of city construction land increase and rural construction land decrease, the expansion of city construction land and rural residential land consolidation domestically and abroad. Secondly, based on the analysis of the study area socio-economic and land use realities, this paper applies the per capita indicator method, trendy forecasting method and gray GM(1,1) model to predict the demand of urban construction land and the Hook demand of urban construction land in the planning period. Use the per capita indicator method to measure the consolidation theoretical potential of the rural residential, and then establish the evaluation indicators and weights of rural residential land consolidation potential influencing factors to correct the theoretical potential, then get the realistic potential of rural residential land consolidation. Based on previous studies, this paper analysis the urban construction land supply and demand balance in Kunming City during the panning period. Following is the application of the urban construction land average annual growth method, the population density method, investment and gross domestic product ratio method to plan layout, and then this paper partitions Hook areas form the perspective of rural residential land compactness and regional economic development. Lastly based on the above analysis and the problems in the pothook of city construction land increase and rural construction land decrease, this paper puts forward some suggestions to promote the pothook of city construction land increase and rural construction land decrease work. The conclusions are following:The study on the pothook of city construction land increase and rural construction land decrease is in the exploratory stage. Although there some studies on the origin, significance, operation mode, resistance and land ownership adjustment of the increase and decrease hook, in the benefit distribution, financing, management and benefit evaluation of the increase and decrease hook need further study. The study on the expansion on urban construction land domestically and abroad illustrates that Western countries have formed a complete system on the research of urban land expansion, and have brought out systematic and comprehensive perspectives on the motivation and control measures for land expansion. But our research in this field is in the level of protection of arable land.The research on the area’s demand for urban construction land shows that to2015and2020, the Kunming urban construction land will reach53965.11ha and66643.44ha.2010-2015, the new urban construction land is13516.32ha;2010-2020the new urban construction land is26194.65ha;2010-2015, the hook demand of urban construction land is5734.35ha,2010-2020, the hook demand of urban construction land is12437.65ha.The study on the area’s rural construction land consolidation potential illustrates that the rural residential land per capita area is180.19m2/people in Kunming City, beyond the "rural construction land planning standard GB50188-2007" specified maximum limits(140m2/people), the rural residential land has great consolidation potential.2010-2015, Kunming city rural construction land consolidation potential is6720.71ha,2010-2020, the consolidation potential is10183.584ha; The rural residential land consolidation potential respectively is6523.3ha and9610.244ha, mining land reclamation potential respectively is197.41ha and573.34ha.The layout and partion of the land increase and decrease hook shows that Kunming City pothook of urban construction land demand areas mainly concentrated in the Wuhua District, Panlong District, Guandu District, Xishan District, Chenggong District, Anning City, Jinning county and other modern new Kunming construction key county(city) area. Because of the rapid development of socio-economic, these areas on the construction land demand are huge, and have the conditions to carry out the city construction land increase and rural construction land decrease hook. In this part, this paper obtains the partition results of the construction region and demolition region using clustering, hope to the future of this research to provide valuable reference.Finally, in the view of the problems of urban construction land increase and rural construction land decrease, this article propose suggestions form seven aspects(raise understanding, planning, ensure the quality of cultivated land, financial security, respect the wishes of farmers, improve the land property rights and strengthen the supervision), and obtains the urban construction land demand is very urgent in Kunming City in the planning period. Kunming City should make more efforts in urban construction land increase and rural construction land decrease work, to provide more land for the socio-economic sustainable and healthy development and the realization of the goal of integration of urban and rural areas.
