Urban and rural construction land increase or decrease hook is on the basis of general land use planning, put several proposed rural construction land consolidation reclamation of arable land plot(open the old land) and the land used for urban construction( the new block), and to form a new depreciation in the project(hereinafter referred to as "the project"),on the basis of guaranteeing the balance of all kinds of land in the project area, through using the new depreciation and land reclamation, and eventually achieving the targets of increase the area of cultivated land more efficiency, the intensive use of construction land saving, urban and rural land arrangement more reasonable. Urban and rural construction has great significance for cultivated land protection, urban and rural land use structure optimization, save land intensive use, and urban and rural development as a whole.This paper is applying the method of literature, qualitative analysis and quantitative analysis method of combining the theory with practice, analyzes the main patterns and characteristics of urban and rural construction land increase or decrease hook, combining with the practical application of Jilin province at present,analyzing the characteristics of land resources development in Jilin province and utilization of and change law of development of the construction land,from the perspective of regional development characteristics. Researching about the development of urban and rural construction land increase or decrease hook pattern, basis on the regional economic development Ecological construction situation of land use difference law, divided the increase or decrease hook pattern area, in Jilin province into the government as a whole the hook area Plain farmland hook area and ecological construction mode of three areas, and to determine the regions suitable for more types of work for Jilin province to carry out the construction land increase or decrease hook provided the scientific basis.Conclusions from this paper are as follows:According to the distribution characteristics of different areas of the rural residential areas in Jilin province, the regional economic development, land use structure characteristics, and the distribution rules and ecological environment construction, the hook model of land resource increase or decrease in Jilin province will be divided into three areas, namely: link economic developed area, plain hook of arable land area and ecological construction hook area.Link economic developed area, it is suitable for the economic relatively developed area in Jilin province, mainly in Changchun, Jilin,Siping and Tonghua city, economically developed area is 77655 square kilometers, accounting for 40.87% of Jilin province. The link up with the specific features are: the government carries out the overall plans better, the thought of villagers is more flexible, the villagers are willing to be engaged in secondary and tertiary industry, appropriate application of government as a whole center pattern and urban and rural as a whole mode.Plain area of cultivated land hook is suitable for more areas where are priority plain, mainly in Changchun city,Jilin city,Songyuan city and Baicheng city. Plain area of cultivated land hook is 95409 square kilometers, accounting for50.04% of Jilin province. The link up with the specific features are: food production is high, the soil quality is good, high fertility, time is fast, land benefit cycle short, suitable for application of market regulation center mode and agricultural production base.Hook area, ecological construction is more suitable for the mountainous and hilly region, mainly in Baicheng city, Baishan city,Yanbian city and Liaoyuan city, hooking area of ecological construction area of 90995 square kilometers, accounting for 47.89% of Jilin province. Specific features are: the hook area of cultivated land cannot connect piece, self-adjustment ability is weak, land quality general region, appropriate use of collective control center and ecological protection mode.
