Research On Rural Land Circulation Intermediate Organization Based On Dynamic Game Theory

At present, under the circumstance of the increasing scale and the rapid pace of land circulation, and the increasingly transfer objects and interests, it is critical to maintain the stable development of land circulation. To protect the efficient and orderly transfer of land and to protect farmers' interests in land transfer, we need to establish the specialized intermediary organizations which can be responsible for land transfer, and the name is so-called rural land circulation intermediary organizations. After several years of development, intermediary organizations has developed rapidly in some areas , But in the nationwide, the development of intermediary organizations are not so successful as we perceived. In fact, intermediary organizations generally do not participate land transfer. Although the role of intermediary organizations have been recognized, theorists haven't given an detailed argumentation on the function of land circulation intermediary organizations, and concrete proposals for the development of intermediary organizations.Based on a review of the related research achievements at home and abroad, this paper constructs a simple dynamic game model of land circulation from the perspective of dynamic game theory. Through the analysis of the process of the dynamic game, the paper demonstrates that intermediary organizations will play a key role in promoting the land circulation. It provides a theoretical basis of the development of land circulation intermediary organizations. The main contents of this paper as the following aspects:1.a brief introduction to the major concepts and related theories. It includes the concept of land circulation intermediary organizations, rural land property and transaction cost. the important theories refers to the transaction theory of Commons, the organization theory of Williamson, the transaction cost theory of Coase, and the dynamic theory. Based on these, the paper researches the main characteristics and the critical functions of land circulation intermediary organizations.2.constructs the simple dynamic game model. Based on the theory of dynamic game, the paper analyzes the game when there involves only the transferee and the transferor. And it find the probably results of the game will be not signing contracts without the participation of intermediary organizations. Further, induct intermediary organizations to the model, it becomes a game involves the transferee and the transferor and the intermediary organizations. As the intermediary organization is an independent interest groups, its coming will cut off the transaction costs of both the two sides, and protect the interest of the two sides efficiently, then the wisdom choice is to sign contracts. So the intermediary organizations will play a key role in promoting the land circulation. 3. Some relative problems and the dilemmas that intermediate organizations is faced.Through further investigation and analysis of the development status of land circulation intermediate organizations,the paper find some relative problems and the dilemmas that intermediate organizations is faced.4..Connected with the problems,put forward the relevant policy recommendations. Mainly about strengthening self-construction of intermediary organizations, determining the boundaries of government functions properly, and improving the institutional environment that intermediary organizations is confronted.The main innovations of this paper are enriching and improving the theory of and circulation intermediary organizations. Construct the dynamic game model of land circulation. There still some deficiencies in this paper including: the empirical analysis of intermediary organizations, there is no more advanced model and deeper analysis, and there is no analysis of intermediary organizations' operational performance. So, there still have more researches on the land circulation intermediary organizations needed to be further improved.
