National tax system is the essential economic-managing and law-enforcing department of government, and it shoulders a mission to collect financial revenue and regulate the. distribution. Focused on an aim to collect fortune for the country and enforce the law for people, it plays an important role to promote a continuous and stable development for our social economy. As a base unit of organizing public financial revenue, the basic level tax bureau takes the responsibilities to collect revenue, make tax management rules, carry on its policies and provide a revenue service. This article is based on the example of State Bureau in Nanchang, and it shows some existing problems of HR management in basic tax department by analyzing the current situation of HR management in Nanchang State Bureau from a modern HR managing perspective, such as the acute structural imbalance among the workforce of basic State bureau, narrowed HR developing vision, and a slow developing plan. Then in the article it points out the reason is in lack of a professional HR team, an HR planning strategy, a career developing mechanism, and a lasting, effective and comprehensive ability-inspiring mechanism. At the end of this research, in order to provide a reference for the higher authorities in making HR developing policy and plans, the author offers suggestions to prefect HR arrangement in basic tax bureau, such as, innovate the inside system, clear HR developing aim, optimize HR allocation, design a rational promoting system, build a proper personnel flow model and optimize career management for the cadres.
