In order to achieve the company's talent strategic goals, every organization deeply realizes the key to the future competition and success is talents. As for personnel-selecting, personnel- educating, personnel-employing, and personnel-retaining, the group expects to establish a full set of modern enterprise human resource management systems which are market-oriented. During the development process, all organizations require the coordination among human resource, capital and development, that is, only in this way can the group adapt to the variation of the external conditions.Under the intense variation of the external conditions, whether the enterprise can hold the chance, succeed in changing staff's mentality, adjust the management patterns, and effective enhancement of the staff's operational capabilities or not, above all, it is a very important symbol in assuring a triumphant organization-reforming.With the rapid economic development in China, state-owned enterprises should strengthen its leadership capacity, promote staff's executive ability and change the mentality and management patterns. We will start with the inspection for the task performance of the management staff; apply the reformation of the management methods. By combining the mature investigation analysis and also the successful experiences, we will analyze and plan how to construct the staff.How to plan a set of scientific program which can adapt the enterprise's development in the era of knowledge economy is a significant issue with which State Grid is facing. Sichuan Electric Power Bureau Pakistan Study of Human Resources Development Strategy is based on the clear Strategy of Talents called "Talents and Powerful Enterprise". It contains the improvement of the organization's human resource management, staff recruitment system, career planning, training system-constructing and performance management system, those five specific contents, which are in the three-year human resource planning project, not only need the scientific, arranged, and prospective project, but also require making the project operationally in the following three years. This planning project put forward feasible programs on the basis of the problems which commonly happened in the State Grid.Based on reading plenty of human resource plan and management works, by combing our practical experiences in the consultation and the human resource management research summary in the company, then we study the following problems meticulously and widely.This paper aims to establish a set of suitable competitive enterprise human resource strategy for electric power enterprise staff construction; by effective human resource planning, stratification, classification and classification of talent team building, it tries to realize the healthy and rapid national grid staff development, improve the performance of the national power grid, mobilize the staff's maximum motivation, and take social responsibility better.
