These years, basic level central bank to push forward the reform of the personnel system, in the process, they are has been to explore the effective method of human resource management and has obtained the certain result. But due to the nature of the institution, system, history and other factors, basic level central bank personnel system reform lags behind, the basic or in the traditional sense of the simple stage of personnel management, this restricts the functions of the central bank. Therefore, the current research of basic level central bank human resources management need to establish a set of feasible human resource management system and working mechanism, that could be solve the existing difficulties and problems in practice of human resources management. Effectiving development, rational use and scientific management of human resources, for the central bank is very import.This paper takes the human resources management theories, with our country basic level central bank human resource management as the research object, combined with the current fulfillment situation of grass-roots central bank, elaborated current our country basic level central bank human resource management course, present situation and characteristics, analysis of the problems and roots, put forward to build include personnel recruitment, training and selection, performance management, incentive mechanism, the new human resources management system.
