With the knowledge economy rising, people who have mastered high technology and modern management concepts have become the engine of economical development. If Enterprise would like to obtain the superiority status in the market competition, what it mainly depends upon are not material resources but human resources which have mastered advanced thoughts and could realize the enterprise strategic objective effectively. Therefore, enterprise who wants to gain and maintain its competitive advantages under knowledge economical tide must constantly innovate and endow with new practice context for human resource management(HRM).Xinjiang Petroleum Administration Bureau (XPAB) is a large integrated state-owned oil company which is affiliated to CNPC. Since XPAB was reorganized in 1999, its main business has been turned the oil field exploration and development to engineering technology service and has been pushed to the forefront of market competition. Institutional changes made XPAB must adapt to the new situation with self-reliance and self-determination in development management from the traditional planned management towards the new modern enterprise management. Since the XPAB was reorganized, it has been actively explored in the area of human resources management, but it still in Chaos .And HRM needs to be researched and adjusted constantly. Meanwhile, the changing environments around XPAB require the human resources sector adjust itself to keep up with times. This paper is based on this background to research the HRM mechanism of XPAB.This paper has six chapters. The first chapter describes the background of the subject and theory related to HRM. The second chapter redesigns the human resources management model of XPAB and optimizes the flows of the major functions. The third chapter brings forward the concept of human resource outsourcing in accordance with the actual situation of human resources in XPAB and designs the overall flow of human resources outsourcing and the outsourcing processes of staff recruitment and training for XPAB. The fourth chapter establishes a complete set of management mechanisms after studying the management mode of the group of advanced talents in XPAB. The fifth chapter develops an application system of XPAB human resources based on the above research. The final chapter concludes all the works of this paper and looks ahead to its prospect.
