In January 2008, the Central Propaganda Department, Ministry of Finance, the Ministry of Culture, and State Administration of Cultural Heritage the four ministries jointly issued the notice--"the National museums, the memorial halls are open for free. "Then the national museums, memorial halls are open to visitors for free step by step all over the country, which provides an opportunity to reform the mechanism of the free open of red tourism.After the revolutionary scenic areas were open for free, more visitors come here, but there is a series of problems, such as the visitors were "overwhelmed", resources severely damaged; the income reduced, and more difficult to manage the scenic areas; lack of the development motivation and the service quality went down; the structure of Visitor changed, and the scenic areas were "marginalized". This paper first made the research of the basic character of revolutionary tourism, and then made the analysis of "quasi-public product attributes" of the, revolutionary tourism.on this basis, combined with the questions which occurred after the revolutionary scenic areas were opened for free and the success of Jinggangshan scenic area. Then put forward the "non-ticket economic model." That is, the internal management system as driving force; product structure as the core element of the internal strength; government policy and coordinated development of the industry chain model as an external protection. Also proposed a "non-ticket economic model", revolutionary tourism through the optimization of industrial structure, improve the industrial chain; actively expanded financing channels; combination of resources, integration of tourism products to achieve comprehensive benefits, and the establishment of appropriate protection mechanisms, such as simplified management system; to speed up the introduction of relevant laws and regulations; made efforts to strengthen the management system; improve ticket pricing mechanism.
