Over the years,the phenomenon of ticket prices in the scenic spots “every day will rise” and “price increase in the peak season” has been criticized by the public.At the same time,the phenomenon of over-reliance on the ticket economy in the scenic spot has become a stumbling block to the high-quality development of tourism.In 2018,the government work report of the two associations proposed "reducing the price of tickets for key state-owned scenic spots",and the "price reduction order" has become a hot spot in the industry.In June,the National Development and Reform Commission issued the “Guiding Opinions on Improving the Ticket Price Formation Mechanism of State-Owned Scenic Spots to Reduce the Ticket Prices of Key State-owned Scenic Spots”,clearly requiring that the price of a number of key state-owned scenic spots be reduced before the Golden Week of the 11 th Golden Week,and the traffic in the scenic spot should not be increased.The price of transportation and other tourist services,increasing the burden of tourists in disguise,means that the transformation of the scenic spot is imminent.However,whether the scenic spot ticket price reduction or free policy has long-term implementation conditions and environment in China is worthy of our discussion and research,that is,we should explore the profit and loss situation of the relevant free-stakes policy for relevant stakeholders,so as to judge the effectiveness and continuity of the policy.By combing the literature,the author finds that the core of studying the economic effects of ticket policies is to ask for the relationship between travel expenses and tourist demand rates,which is what we call the travel demand curve.The author selects all the five scenic spots in the free policy of Jiangshan City Scenic Spots to obtain the travel expenses before the tickets are free by arranging the Ctrip travel texts,taking into account the price level factors and uniformly converting them to the price level of 2018,with the theory of consumer surplus and The rational economic man assumes the theoretical basis,based on the tourist spending situation,using the travel cost method(TCIA)combined with Eviews 8.0 to derive the tourism demand curve,and then to calculate the functional relationship between the tourist travel cost before the free and the potential demand rate of the tourists.Then,based on the deducting the ticket factor,the relationship between the new travel cost and the demand rate is obtained.Based on this,the increase of the tourists before and after the free ticket and the increase of the tourism income can be calculated,and the consumer surplus of the tourists can be further calculated;In the profit and loss part,the taxation situation of new tourism income can be calculated by the classification measurement algorithm;in the profit and loss part of the tourism related enterprise,the average profit rate of the industry can be used to calculate the profit income of the tourism related enterprises before and after the free;The cost of the front and rear scenic spots remains the same Suppose accounting of profit and loss of tourism-related businesses before and after the tickets for free;thus,consumers can get the economic effects of the situation before and after the whole area free tickets to each remaining and related subjects.The research results show that after the ticket is free,1,312,700 tourists will be added,and the total income will be 426.84 million yuan.Among them,the income brought to tourists is 249.489 million yuan;the income from the realization of scenic spots is 488.1141 million yuan;the profit of tourismrelated enterprises is 74.44 million yuan;finally,for the government,it can obtain tax revenue from corporate profits,and then deduct The total amount of subsidies paid to the scenic spot was 52,628,860 yuan.Therefore,it can be said that free tickets are a multi-win policy that benefits many parties,but the returns of different stakeholders still have large differences.At the end of the article,the author gives a factual judgment based on the research results on the free ticket policy of the scenic spot,hoping to make certain value judgments for the reform of the scenic spot ticket policy and the deep development and protection of the scenic spot.It is undeniable that any research has certain limitations and shortcomings.In the final part,the author gives some thoughts on the shortcomings and prospects of the article research.I hope that the follow-up researchers can do further research on the ticket issue and continue to be high in China.A solid contribution to quality development.
