The Strategy Research On Constructing The Low-carbon Consumption Manner In Guizhou Province

That the mankind having exhausted a great deal of carbon dioxide toward the atmosphere through the traditional production and the life style makes the air temperature of the world warmer and the environment depravation deepened, as well as the mankind's existence and development facing a serious challenge. It is the inevitable choice to develop low carbon economy in order to defense this crisis. Low-carbon economy is one of the best ways of global economic development, the essence of which is the problem of energy efficiency and clean energy structure, its core is technology innovation and system innovation of the energy, and its goal is to mitigate climate change and promoting sustainable human development. The development of low-carbon economy will require a corresponding consumption pattern——low-carbon consumption adapt.The carbon consumption guides the direction of low-carbon production through consumer demand of the reality. The economic development in our province shows obvious "high carbon" features and corresponding consumption way, which causes great pressure on the province's resources and environment, and poses serious challenges to the social and economic sustainable development. Meanwhile, the stage of social development and the characteristics of economic development in our province bring many negative factors to developing low-carbon consumption. Therefore, under the conditions of the new era building low-carbon consumption in our province is of great significance. This paper will be divided into six chapters to discuss how to build a way of low-carbon consumption in our province, as follows:Chapter I: IntroductionTo mainly explain the background and significance, research status, research contents,research methods at home and abroad, and the practice status of low-carbon consumption abroad.Chapter II: The basic concept of low-carbon consumptionTo mainly introduce domestic scholars'views and opinions of ecological consumption, give the concept, characteristics and principles of low-carbon consumption, and analyze the similarities and differences between low-carbon consumption and other consumption.Chapter III: The basic evaluation of low-carbon consumption in GuizhouTo mainly analyze the main problems we face and the meaning of building low-carbon consumption in our province.Chapter IV: The practical problems of building low-carbon consumption faced by GuizhouFrom the system perspective, to analyze in detail the practical problems of building low-carbon consumption in our province including nine aspects of analysis, which covers the main areas of society and economy in our province.Chapter V: The strategy of building low-carbon consumption in GuizhouAiming to the practical problems of building low-carbon consumption in our province, from the macro and micro perspective discuss the strategies and suggestions of dealing with the main issues, in order to provide the basis of low-carbon management decisions for relevant parts of our province. Chapter VI: Building the rating index system of low-carbon consumptionOn the main principles of reflecting the characteristics of low-carbon consumption and the goal of building low-carbon consumption in our province, construct index system which reflects the level of low-carbon consumption,so as to provide quantitative index for our province to implement the management of low-carbon consumption.
