To develop low-carbon economy is the only way to realize sustainable developmentaround the world. In recent years, domestic and foreign scholars carry out a series of in-depthstudies on the importance of developing low carbon economy and how to develop. The resultsshow that in order to develop low carbon economy, it is needed to accelerate the eliminationof backward modes, promote energy conservation and emissions reduction in themanufacturing environment. And more attention should be paid to energy conservation andemissions reduction in the field of consumption. We can lead people to abandon the highcarbon consumption pattern and reduce carbon emission from consumption tache to ensurethe smooth progress of social reproduction. Consumption is a important basis and prerequisitecondition for the existence of human society. People’s consumption behavior is inevitable,therefore we should actively lead people to choose low-carbon consumption and reduce theconsumers’ impact on the environment. It is an important way to alleviate energy crisis causedby consumption and realize the objective requirement of economic stable development.City is the center of human social activities. Because of urban residents’ high carbonconsumption pattern, the rate of energy consumption is rising year by year. Accordingly,during the process of promoting low-carbon economic development, we should pay greatattention to urban residents consumption patterns, which plays an important supporting role tolow-carbon economy. This paper chooses the urban residents, the main body crowd oflow-carbon economy development, as the research object. On one hand we draw fully lessonsfrom forefathers’ research results, on the other hand we follow the building principle of urbanresidents low-carbon consumption evaluation index system. At last we use the method ofanalytic hierarchy process to set up a scientific, comprehensive and systematic evaluationindex system of urban low-carbon consumption. And combined with the existing statisticaldata, we calculate and analysis the low-carbon consumption situation in Shandong province.Results show that urban residents’ low-carbon consumption level is increasing year byyear in Shandong province. Since2010, Shandong has been completed the transition fromhigh carbon consumption to the secondary stage. The rapid growth of the low-carbonconsumption scores is the important basis of realizing urban residents’ low-carbon consumption patterns. Shandong province constructs low-carbon society with highenthusiasm. The development of low-carbon consumption is gradually accepted by urbaninhabitants and become a kind of fashion. However, we have to admit that from theperspective of the status quo of urban low-carbon consumption it is not easy for people totransfer low carbon consciousness into action mainly due to the limitation of personalsubjective factors and objective environment in real life.To discuss and explain the reasons, this paper uses the theory of planned behavior asinstruction to build the empirical analysis model of low-carbon consumption from threeperspective: the attitude, subjective norm and perceived behavior control. We select twotypical consumer behavior-repeated use of water and the use of private car. According tohypothesis test and quantitative calculation, we can find the main factors influencing urbanlow-carbon consumption and explore the relative influence degree of different factors. Theresults show that the different factors have difference effects on low-carbon consumerbehavior. When formulating policies and regulations about low-carbon consumption, weshould take the three main roles into considerations and follow the main line around consumerto participate, producer to dominant and the government to guide. Under the theoryframework of planned behavior, we can a series of measures with strong feasibility,practicability and effectiveness to improve the penetration and recognition of low-carbonconsumption concept and promote the formation of urban residents’ low-carbon consumptionbehavior.
