To further develop and expand actual strength of prefectural region economy is to realize urban and rural development, contract urban and rural difference and the essential condition for a harmonious society.First is from the scope of the whole country, China has integrated into the middle stage of industrialization, in very long period of time, the process of urbanization will be in a period of accelerating. Solving"three problems about countryside,agriculture and farmers"is the great and arduous history mission in Chinese industrialization, urbanization process. This problem already became the national economy" short board", also be the main factor restricting the development of prefectural region economy.The second is from the Sichuan situation. Sichuan is a big agricultural province, also is a big province of farmer, from the array of whole country, it's also a big prefectural region economy province. Fundamentally solving"three problems about countryside,agriculture and farmers"is the main method and the carrier for development of county region economy.The third is from the the point of development. To the end of 2009, in addition to 43 City area, Sichuan has 138 counties, the total value of GDP, regional space and the total population in the province are accounted for a large proportion. However, according to the" Eleventh Five-Year Plan" , Sichuan's gross of prefectural region GDP, and fiscal revenue in the proportion is in a declining trend, development speed is slower than the eastern region. Prefectural region development is imbalance and the difference is in escalate. Therefore, to explore the characteristics of Sichuan county economic development and contradiction of deep administrative levels, put forward to policy recommendations for accelerating prefectural region economy has important significance in accelerating prefectural region economy development in sichuan. The fourth is from the policy.
