Study On Human Resource Development In Hunan Based On New Rural Construction

The socialist rural construction with Chinese characteristics is given top priority for sustainable development of social economy and a well-off society in an all-round way. The economic development in rural areas bases itself on human resources there. Promoting the socialist rural construction cannot do without speeding up human resources development in that farmers are the main body of agriculture and only by enhancing their comprehensive qualities can the new socialist countryside be achieved, featuring the growth of production, an affluent life, an advanced civilization, a neat view and democratic administration. Therefore, it is essential to cultivate a great number of new farmers—highly-qualified, well-educated, technologically-equipped and adroit at management in the process of building the new socialist countryside.As an agricultural province, Hunan has obtained great opportunities due to the strategy of the socialist rural construction. However, such factors as unbalanced social and economic development, irrational population distribution, backward basic education, imperfect educational system and so on lead to inferior peasants' comprehensive quality, poor skills and unproductive income resources, which thus influence social and economic development in rural areas. So research on human resource development is of great significance.Under the strategy of the socialist rural construction, this dissertation probes into human resource requirements of new rural construction, relationship between the development of human resources and rural construction and its mechanism principles, and summarizes the role of human resource development of in the new rural construction. Furthermore, based on quantitative analysis and combined with methods, experience and enlightenment on the Saemaeul Movement or the "New Community Movement" in South Korea, this dissertation analyses the current situation and existing problems on rural human resource development in Hunan province and then puts forward concrete suggestions and strategies in more than one way concerning laborers' ideological concepts, training, social mechanism, leadership and relevant state policies.
